It's like a semi-perm holi powder and while it looks bright in the start then it mutes down once the powder is gone and it's just the stained residue on the fur/coat if you want to use it dry. I am not a professional groomer. I got this to add some fun color to my dog's white tail. It is. It is not as bright as pictured and fades rather quickly. It was fun to try, but I doubt it is something I would purchase again.

I love dying my girl for fun colors, I recommend mixing about a table spoon of the dye with about twice as much dog conditioner and diluting with water to spread better. IT STAINS LIKE CRAZY so be careful where you open the tub of dye and where you dye the animal. It's patchy on my girl cos she's a wiggler , not due to product because where I was able to get it in well it's a nice even color.
